摘要: 基于倾向得分匹配方法实证研究政府创新补助对企业专利数量及质量的平均处理效应。结果表明:政府创新补助对企业发明专利的申请数量和发明专利与实用新型专利的质量均有一定的促进作用。在分样本进行异质性分析的过程中发现,政府创新补助对高管具有研发背景、民营、资本密集型和地处中东部的企业在专利数量和质量上的促进作用更为显著。在我国从专利大国向专利强国迈进的过程中,厘清创新补助的激励机理,有利于完善创新补助的效果评估体系,以及精准设计并实施创新补助政策。

Abstract: Based on the propensity score matching method, an empirical study is made on the average treatment effect of government innovation subsidy to the quantity and quality of patents. It is found that the government innovation subsidy can increase the quantity of invention patent application and the quality of invention patent and utility model patent. In the process of sub-sample heterogeneity analysis, the government innovation subsidy has a more significant effect on the quantity and quality of patents of enterprises whose executives have R&D background, or which are private, capital-intensive or located in the central or eastern areas. Clarifying the incentive mechanism of innovation subsidy can help improve the evaluation system of innovation subsidy and design and implement the policies of innovation subsidy in the process of realizing Chinas transformation from the biggest possessed country to the powerful patent country.
