Consolidating the sense of the Community for the Chinese Nation is the main line of the work on ethnic affairs in the new era. Many historical factors contributed to the formation of the sense of the Community for the Chinese Nation. The Han nationality as the main ethnic group in China played a leading role in the formation and development of the Community for the Chinese Nation. A strong central government provided political guarantees. The political idea of “unification of tianxia” was the cultural motivation. Resettlement and development comprised an important economic and social factor that laid the foundation for the formation and development of the Community for the Chinese Nation. Summarizing its historical factors is conducive to in-depth study and comprehension of General Secretary Xi Jinpings statements on consolidating the sense of the Community for the Chinese Nation, thereby improving the conscientiousness of Party members and officials as well as the masses of all ethnic groups to consolidate the sense of the Community for the Chinese Nation.

Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (5): 1-9.   DOI: 10.19722/j.cnki.1008-7729.2021.0159
    Abstract3081)      PDF(pc) (831KB)(435)       Save
Standardization is an important means of global interconnection and cyberspace security governance. With the development of cyber security standardization at both domestic and international levels, the power to set international cyber security standards has gradually become the object of competition among countries. At present, China has incorporated “participation in international cyber security standardization” into its national strategy, and implemented the strategy of “government led cyber security standardization” to strengthen its competitiveness. However, China still faces obstacles in the process of competition: western developed countries occupy the dominant position in the formulation of cyber security standards, the international cyber security standardization mechanism excessively relies on expert governance, and our government excessively intervenes in “enterprise autonomy” in the process of standardization. In this regard, China’s future participation can take the measures including promoting the formation of the legal system of international cyber security standardization, expanding China’s influence on the formulation of international cyber security standards, and improving the incentive mechanism of China’s cyber security standardization.

Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (5): 19-30.   DOI: 10.19722/j.cnki.1008-7729.2021.0166
    Abstract1715)      PDF(pc) (1175KB)(585)       Save
At present, China has passed the first stage of the “three-step” strategy of artificial intelligence. Entering the high-end link of the global value chain is the main task in the next stage. Accelerating the development of artificial intelligence has reached a consensus not only in China but also in other countries. This study adopts the method of quantitative content analysis of policy literature, and takes 34 national policies closely related to the artificial intelligence industry issued from 2012 to 2020 as the analysis basis. Based on the time when the State Council issued the Development Planning for a New Generation of Artificial Intelligence, two stages are divided to explore the use and distribution of policy tools at the national level and the application changes in the artificial intelligence industry chain. The results show that: (1) Since the promulgation of the Development Planning for a New Generation of Artificial Intelligence, the number of government documents and the frequency of using policy tools are higher than those in the previous stage. There are more and more joint documents issued by departments, and the policy theme develops from macro level to subtle level; (2) The use of policy tools in the two stages is less and less from supply type to environment type to demand type. Moreover, the frequency of the use of environment and demand-oriented policy tools decreased compared with the previous stage; (3) The policies of the two stages involve all levels of the artificial intelligence  industry chain, but the focus is shifted from the basic layer to the application layer. Finally, some policy suggestions are put forward for the above problems, hoping to provide thoughts and inspiration for the development of artificial intelligence industry in the next stage.

    Abstract1578)      PDF(pc) (5727KB)(438)       Save
There are essential differences between VR film and traditional film, for that in VR film, image space is not only narrative carrier but also narrative content, or the narrator itself. In VR films with scenes as narrative subject, the symbolic meaning of objects is a key element of promoting the narrative process. Taking The Night Café VR as the primary example and guided by the theories of “second world”, the semiotic connotation of VR film scenario narrative is elaborated. “Symbolic actant” is defined as Symbolic-Environment narrative language, the definition and utility of which are summarized, with Café me, etc., as examples. It provides creation strategy of VR film scenario narrative based on symbol image, designing creating of which. Researching VR film scenario narrative from the perspective of semiotics is beneficial to expanding the scope of narration and enhancing audience’s immersive experience. On the basis of breaking the “fourth wall” of film and other media, it enriches aesthetic connotation as digging scenario implication, and improves artistic value as expanding narrative space of VR film.

Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (5): 63-68.   DOI: 10.19722/j.cnki.1008-7729.2021.0127
    Abstract1552)      PDF(pc) (907KB)(282)       Save
Based on the statistical analysis of 1898 questionnaires from the sampling survey in Shandong, Henan and Chongqing, cyber risk in the view of adolescents is studied from two aspects: the possibility of cyber risk and the severity of the consequences. The results show that adolescents have cognitive bias on cyber risk. Adolescents believe that cyber risk is less likely to happen to them, compared with the other people. Even if cyber risk occurs, the consequences to the adolescents themselves are not as serious as to other people. Moreover, there are regional differences in adolescents’ perception of cyber risk. In terms of the possibility of cyber risk, the risk perceived by adolescents in Henan is the largest, followed by Chongqing and Shandong. However, in terms of the severity of the consequences of cyber risk, there is no significant difference between Henan adolescents and Chongqing adolescents. When the perceived cyber risk happens to other people, the perceived risk of Shandong adolescents is significantly less than that of Henan adolescents and Chongqing adolescents; when the perceived cyber risk happens to adolescents themselves, there is no significant difference between Shandong adolescents and Henan and Chongqing adolescents.

    Abstract1490)      PDF(pc) (1201KB)(228)       Save
Innovation activities funded by internal finance and external finance may create heterogeneous innovation quality. Based on the signal theory and mental accounting, this paper proposes that internal and external source of innovation funding tend to influence the quality of innovation results differently. Employing 2010~2017 panel data pertaining to China’s listed companies, a set of empirical results is obtained. The results show that both government subsidies and firms’ own R&D fees essentially promote substantial innovation, and also they both facilitate tactic innovation to some extent. Additionally, the interaction between two sources of funds significantly indicates that government subsidies stimulate firms’ own R&D fees. Moreover, compared with competitive industries, the interaction between government subsidies and firms’ own R&D fees in monopoly industries is stronger. These conclusions may have theoretical and practical contributions to innovation behavior and government subsidy distribution.

Based on the data of 277 prefecture-level cities from 2011 to 2018, 5 leading international SPA enterprises, including UNIQLO are selected, and the DID (differences-in-differences) method is used to explore the impact of low-carbon pilot policy on location expansion of international SPA enterprises. The results show that compare with non-pilot cities, the number of location expansion of international SPA enterprises in pilot cities has significantly decreased by about 0.422 units compared with the sample average, which means that the implementation of low-carbon pilot policy has significantly reduced the location expansion behavior of international SPA enterprises. The heterogeneity results show that the inhibitory effect is mainly reflected in the sub samples of cities in eastern and central China. The conclusion indicates that SPA enterprises should gradually explore a green and sustainable development path and provides reference for the development mode of China’s local SPA enterprises.

    Abstract1395)      PDF(pc) (1541KB)(135)       Save
To study the impact of COVID-19 on passenger airline network of capital cities in China, the COVID-19 data nationwide from November 2020 to January 2021 is collected and the development of COVID-19 is divided into three stages, i.e., the regular prevention and control stage, the mild outbreak stage, and the serious outbreak stage. Moreover, social network analysis method is used to analyze the data. The key findings are as follows: (1) When the leading capital cities in the network break out mild COVID-19, the network influence of their nearby capital cities that are equipped with developed railway network will increase. However, when these cities break out serious COVID-19, all of the capital cities’ network influence will decrease. (2) The mild outbreak of COVID-19 in the popular tourist provinces will increase the network influence of the capital cities of other tourist provinces. (3) The high network control power of a capital city reflects the bottleneck of the network in terms of transferring passengers. Furthermore, as the COVID-19 spreads, operating new temporary short-haul flights in central and eastern China can effectively break the network bottleneck.

The application of text and data mining technology requires the input of a large number of works as an analysis database. The output works may also be substantially similar to several prior works, and the original crime of copyright infringement on the reproduction and use of works is not necessarily exempt from fair use. Using the input/output dichotomy to analyze text and data mining is an important tool to unravel the nature of the use behavior of their works. Based on this analysis, there is market failure in the acquisition stage of text and data mining input behavior, and it should be conditionally included in the category of fair use to promote the development and progress of technology. In the case that the output works do not constitute “transformational use”, the judgment of its infringement should break through the principle of separate comparison with the prior works, and judge its substantial similarity with the input works by the combined advanced standard of “whole perception method+abstract separation method”.

    Abstract1223)      PDF(pc) (899KB)(710)       Save
Firstly, the theories of credit rationing, information economics and transaction cost are applied to study the influence of digital transformation of commercial banks on financing efficiency of SMEs (small and medium-sized enterprises) Then, selecting 357 SMEs listed on NEEQ as the research objects, DEA (data envelopment analysis) method is used to measure financing efficiency of transaction and allocation stages in the financing process, and a coupling synergy model is used to measure comprehensive efficiency of the whole financing process The panel regression model is constructed for empirical analysis The results show that digital transformation of commercial banks has significantly positive effects on SMEs transaction and allocation efficiency, as well as comprehensive efficiency, but the effect has a certain lag The positive influence also presents heterogeneity, which is more obvious in non-state-owned SMEs and manufacturing SMEs Finally, countermeasures are proposed to promote digital transformation of commercial banks and improve the financing efficiency of SMEs, including strengthening top-level design and creating distinctive core competitiveness, optimizing the information environment and releasing digital credit value, adjusting the organizational structure and smoothing the internal linkage mechanism, reshaping customer relationships and realizing digital value output, etc
