摘要: 从频谱资源的特性出发,指出严重稀缺的频谱资源是5G发展和应用的主要瓶颈之一。要解决这一问题,必须对现存频谱资源的配置方式进行帕累托改进。我国原有频谱资源分配体制造成了短缺与过剩并存,只有建立政府与市场双重动态调整机制,才能对频谱资源进行帕累托改进。
