摘要/Abstract

摘要： 本文首先研究了标准的发展及演化过程,然后根据经济学中关于公共物品的分类,结合国外标准研究的成果,对技术标准给以了基本的经济学属性定位,即认为标准是一种具有排他性的准公共物品;最后依据其经济学属性,结合标准发展的历史案例,提出自愿联盟性标准为技术标准合理有效的供应形成模式。

Abstract: This paper first reviews the development and evolvement of technical standards and then gives a basic definition to economic properties of the standard according to the economic classification of public goods and international studies in this field, which regards the standard as a kind of quasi-public goods of exclusiveness. In the end, based on historic cases , it concludes that volunteer-alliance standards should be an effective supply model.
