Abstract: The pioneering culture is the product formed with the blend of environment, history, custom and system.
Historically, there existed great differences in the pioneering culture between the South and the North because of their different natural environments and humanist environments. At present, however, with the impact of the tide of market economy, both of them have been breaking in and blending with each other. The author thinks that the government departments concerned should continuously modify themselves so as to promote the innovation of this culture in the process of the reform of this culture.
