摘要： 本文对IP电话网与传统固话网的接入费问题进行研究。考虑到重复建设问题,IP业务离不开处于垄断地位的本地市话运营商提供的接入服务,现行的基于资费的网间结算制度存在弊端,制约了IP电话业务的发展。本文通过对IP电话业务实现流程的研究,对其实现过程发生的成本进行分析,以期对制定基于成本的接入费定价提供参考。
