Abstract: It is thought in this article that the city is a polymerized body of resources and an active space for different resource owners, and the process of urbanization is one in which different resources are rearranged and profits are shared. In this process, the distribution mechanism is built up on the basis of the energy rank of re- sources and the moving populations of the countryside do not have the same rank of resources.Therefore,they are in an unfavorable position in the distribution and the government should give them necessary initialized re- sources so as to make them able to subsist and develop properly and at last the three big problems of peasants can be solved fully.
