Abstract: The paper discusses feature and function of regulation from the perspective of property, and points out a concept model of regulatory institutional structure. It suggests that regulation deal with two kinds of property. One deal with the distribution of regulatory power that is regulatory governance; another deal with the distribution of market resources decided by regulatory policies, that is regulatory incentives. It is necessary to set up the mechanism of transparency and supervising for regulatory governance, and the mechanism of equality and efficiency for regulatory incentives.
