摘要： 对政府高技术计划项目在两阶段投资机制下的政府与科研机构的博弈模型及过程进行了分析，指出了政府与科研机构可能存在的三种均衡，并给出了每种均衡状态下的政府和科研机构各自的最优行为策略。

Abstract: In this paper the model and process of the game of hi-tech projects between government and research undertaker are analyzed. The three possible kinds of balance status are proposed. And the optimized behavior strategy of each party under each respective balance status is also given.
