Abstract: the relationship among governments comes into the times of network, the oblique relationship among governments emerges as the times require. It cites example on the relationship among Ministries and their vertical department、central attached organization and local governments of various ranks, analyse the relationship among executive authorities on different levels、local governments in different area. it aims at Surmounting Administrative ranks, Construct dynamic network alternating environment, explore the relationship among multivariate local governments and government sectors which interlock and permeate each other, promote the communication among multiple governments, probe to pad for the multidimensional network governments, realize the multiple governce of rear-modern environment.
