Abstract: China is a multi-ethnic country. Each national minority has formed respectively the unique cultural psychology, the living conditions and the life style in the long-term historical development. They have belonged to the special groups in the modern society life, and they have their special benefit demands. Therefore, It has a positive sense to give them the special rights of safeguard regarding to realization of the equality of nationality, the national unity and even the national long-term peace and good government . The article wants to elaborate the necessity of establishing national minority rights and interests system, analyze our country’s present rights and interests system of safeguard of minority, point out its insufficiency and the flaws, and give some legal suggestions from aspects of legislation, judicature, and law enforcement.
