Abstract: This article analyzes the cost sharing of higher education in terms of education cost, revenue and risk using the costrevenue model The conclusion is that the public and the individual sharing the cost of higher education can achieve the Pareto improvement, thus enhancing the welfare of the whole society According to the reality of China’s current higher education financing, innovative financing models are proposed to solve the problem of cost of higher education Specifically, on one hand, completely follow the way of social welfare, such as establishing provident fund system of education and issuing educational lottery On the other hand, entirely follow the form of commercialization, by education hunting company and structured finance
