摘要：

欧盟的信息服务业发展迅速，并在世界各国及地区中一直居于领先地位，通过统计分析欧盟信息服务业的发展现状和其在国民经济中的地位与作用，总结欧盟信息服务业的发展策略，为中国发展信息服务业提供建议。中国应完善信息服务业法律政策，注重服务创新，加大对ICT的投资，促进信息服务业生产率的提高

Abstract:

The information and communication service industry of EU develops fast，and has always been a leader around the world. Through analyzing the development status of EU’s information and communication service industry and its promoting role in the national economy, its development strategy is summarized, which provides recommendations to the development of China’s information service industry. China should improve laws and policies related to information services, focus on service innovation, and increase investment in ICT (information and communication technology) to improve information service productivity.
