Therefore, environmental governance is constantly improved, while formulation and revision of relevant laws and regulations are promoted Accordingly, the government should also change the inefficient environmental functions and apply governance theory to improve and strengthen government′s environmental functions Relevant exposition of Marx and Engels′s national theory is instructive  to explore the internal basis of  Chinese government ,in order to strengthen the environmental governance function
