摘要： 本文界定了喀什市赢得跨越式发展的特定含义后 ,在说明喀什市具有的资源优势的基础上 ,阐明了喀什市在实施西部大开发战略中应该采取的制胜战术——加大资源优势转化力度。

Abstract: The article explains the special meaning of Kashi s cross over development,and on the basis of the introduction to superiority in resources,suggests which strategy & tactics should be adopted for the City of Kashi under the good situation of China s Western development--to deepen the transformation of superiority in resources
