Abstract: As far as Chinese cyber culture system is concerned, morality still plays a dominant role in it while immoral and anti-moral culture plays a minor role due to the fact that cyber information is market-oriented and law-oriented. In addition to legal and technical measures, moral measures have become indispensable in its management. The author holds that with its healthy development as a prerequisite, standardization and education should be the main means, while illegal website and bar should be the key subject of management.
