Abstract: First, the paper analyses the structural conditions of international roaming markets and then points out the cause why international roaming charges have remained high is that the wholesale price can not reflect the market demand of international roaming, thus inducing the operators opportunism behavior. Finally, the paper puts forward some measures to eliminate information asymmetry so as to reduce international roaming tariffs efficiently
