Abstract: The concept and characteristics of Telecom Law are the premise to the improvement on the establishment of Telecom Law. The thesis proposes the concept of “Telecom Law” and analyzes its regulative objects on the basis of the comparison of the concept of “Telecom”. Unequal management is the important feature of Telecom Law. The thesis also probes into the connotation of unequal management, the cognizance of the leading telecom enterprises , the contents and measures of unequal managements in other countries, and the current situation, the advantages and disadvantages, and the reconstruction of the unequal management in China.
