Abstract: The attitudes to electronic democracy fall into two sides: advocacy and opposition. The opposition lies in the negative effects, leading to autocracy and anarchism, which is rooted in digital divide and false information. Therefore, we should mobilize all parties, such as government’s governance, private sector’s functions, law and institutions, information structure’s adjustments, to overcome the digital divide and improve information quality and security.
