This article, from the definition prescribed in law, investigates the convergence of three networks (C3N), namely, telecommunications network, CATV network and computer network Following that the slow growth of C3N is analyzed within the current law frame Finally, proposals for legislation and regulation system are put forward to enhance advancement of C3N
