Abstract: Rapid development of Internet and information industry challenges the decision-making, leadership and management of governments and public organizations. Traditional public administration becomes more and more out of date, so they must be adjusted to the challenges with a new attitude. This article analyses the internal characters and causes of these challenges, and claims that our society ought to realize the transformation from the traditional public administration to the new public management.
