Abstract: The administration system is a complex system combined with the human society which inevitably and unceasingly changes along with the development of the human society.This article attempts to analyze the control structure of the administrative system from the following three stages: the agricultural society,the industrial society and the information-based society so as to provide an angle of analysis and observation for constructing modern society s administrative system.
