摘要：

政府公信力是现代政府合法性的重要基础，在西方学者研究基础之上，近年来对中国政府公信力的研究日益增多，但是已有研究大多忽略了中国政府公信力和西方国家政府公信力之间的内在差异，而偏重于对政府公信力的含义和学理解释，缺乏分析上的准确性和经验之上的参照物。对中国政府公信力的研究应从理想概念转化为经验描述，而这种经验描述也必须在国内外比较的基础上完成。与西方民主国家的政府公信力相比较，中国政府公信力具有公众对中央政府的高度信任、中央政府与地方政府公信力的巨大差距、中央政府公信力相对稳定这三个重要的特征，地方政府公信力流失现象严重。透视特征背后的原因，它们既带有中国传统政治文化的深刻烙印，也是在一系列新的制度变迁和政策价值的转变过程中所形成的。

Abstract:

Credibility is the legitimacy foundation of modern government In recent years, based on the research of western researchers, the research on Chinese government credibility is increasing dramatically However, the existing research ignores the internal differences of government credibility between China and western countries They focus on the interpretation of concept and theory, and ignore accurate analysis and comparative methods Compare to the credibility of western countries, Chinese government credibility has three important characteristics: the public have a high degree of confidence in the central government; there is a huge gap of the credibility between central government and local government; the credibility of the central government is relatively stable, but the credibility of the local government is declining seriously The reasons behind these characteristics are very complex, for they are influenced not only by the traditional political values, but also the change of institution or public policy
