Abstract: The wholesale price cannot reflect the market demand of international roaming, which induces the operators’ opportunism behavior and causes high international roaming charges. Perfect traffic steering control will improve markets efficiency. By comparing several traffic steering control method, this article shows that none of them is 100% efficient. Finally, some key criteria are proposed for mobile operator to adopt flexible traffic steering control.
