Abstract: There is still a wide gap between main economic indicators in China s Eastern and Western areas.Based on this,the article makes a comparative analysis of the system factors of economic growth,including MRL,ORL and NSOW.The conclusion is that system factors are a driving force of economic growth.These ideas also are tested by empirical studies.Finally,the authors put forward some suggestions to narrow the gap between the two regions.
