Abstract: In mathematical history the famous problem why modern mathematics didn t emerge in China but in the West is a subset of J.Needham s problem.in the past thirty years,scholars at home & abroad have put forward various kinds of viewpoints for explaining this problem of mathematical history.But it is not very difficult to find that there exists incompleteness in most of viewpoints.The serious lack of mathematical creation should be part of the solution to this conundrum of J.Needham s mathematical problem
