摘要： 价格上限管制对我国电信产业意义重大 ,但国内对此的研究并不深入。本文主旨在于探讨价格上限管制中效率因子X (X FACTOR)的理论计算方法 ,而因数据难以取得 ,本文不做实证分析 ,只在文末指出未来应该注意的问题和相关的建议。
关键词: 价格管制, 全要素生产率, 效率因子
Abstract: Despite the popularity of price cap regulation in practice around the world, there are few further discussion about it in China .This paper tries to discuss how to determine the X factor. The author reviews the standard principles that determine the choice of X factor, and then points out the important extensions before carrying out the price cap regulation reform in China s telecommunication industry.
