摘要: 关于网络文化的性质和功能问题,国内学界迄今为止仍众说纷纭。本文尝试提出网络文化是一种青年文化,具有社会变革与文化改造功能。认为未来的中国网络文化,应以其本应具有的充沛的少年精神成为中国文化现代化的强有力的推进器。

Abstract: The citizens need information more than ever in crisis condition, so the government must choose correct media policy so as to cause media to supply timely and effective information for them and keep the society stable •Because the media policies of our country fail to give full play to the role of the media, the government must take some measures to correct them•
