Abstract: With the advancement of the network technology, virtual community provides a new vehicle for the exchange of public opinions and expressions in the virtual society. Compared with the real public sphere, virtual public sphere has its unique structural characteristics and operational mechanism. There exists a specific model between the virtual and real public sphere. The two spheres integrate and form a strong force in the public sphere, and thereby influence the government decision-making process.
