Abstract: The urban planning experience of the United States，Germany and other developed countries give insights into the urban planning of China, especially when the planning mechanism is shifting from elite-oriented to civil-oriented strategy. The public participation of the developed countries is featured by perfect law guarantee，reasonable procedure of public participation, feedback mechanism，etc. In the transformation of urban planning，the following measures should be taken，such as publicizing planning information，giving proper public participation time, and providing contexts for the public to learn planning knowledge, trying to balance the interests of concerned parties.
