Abstract: The rise of network culture embodies the most important phenomenon along the evolution of human culture in the new century. Its emergence poses considerable challenges to the traditional advancement of society. Its particular features also throw the conventional government management into a dilemma. Under these conditions, this article discusses essence of network culture and its law based on game theory, and proposes that the ultimate solution is soft management.
