Abstract: In view of problemoriented character of research on digital divide, applicability of the method should be paid more attention to when we choose and design measurement method Generally, points as follows should be considered First, this method can reflect the qualitative provisions of the digital divide, which include “digital”, “divide”, “comparative”, “diffusion”, “application” Second, it can respond explicitly such question on digital divide, which include “status quo”, “trend” and “countermeasure” Third, the method should accord to three basic principles, which include “universal theory”, “explicit connotation” and “complete data”
