摘要：

针对中国整个农村信息化进程中多数的农村经济发展仍然滞后，生活仍较贫困，农业网站建设总体规模较小，地域分布不够平衡，设计不够精细，缺乏个性和专业特色的情况，在对江苏省句容市涉农网站建设调查分析的基础上，对如何建设实用有价值的农业网站给出建议，意在更好、更快地促进农村信息化的建设。

Abstract:

Adopting questionnaire, literature study and expert interview, the author studied the current situation of innovation management of China’s telecom operators. Based on a full understanding of innovation management, the authors set up an effective measurement system to assess the innovation management ability of telecom operators, and the innovation management ability can be accurately quantified, which has laid foundation for future applications.
