摘要：

中国移动在2013年正式开展分时长期演进（TD-LTE）网络建设，终端补贴将是确保TD-LTE顺利发展的必要手段。当前的终端补贴策略在实际应用过程中存在着一系列问题，无法满足未来TD-LTE的发展需求。建立针对TD-LTE的终端补贴策略是一个系统工程，“解释结构模型”作为一种分析社会结构化问题的有效工具，可以对终端补贴中涉及到的各要素进行结构化展现，有助于寻找针对LTE终端补贴的优化策略。本文通过应用“解释结构模型”，对TD-LTE终端补贴策略的系统要素进行结构化分析，指导企业的实际运营，提升资源使用效率。

Abstract:

The terminal subsidy is an indispensable measure to ensure the smooth development of time division long term evolution (TD-LTE) which will be operated by China Mobile in 2013 The existing terminal subsidy with a series of operating problems can’t meet the needs of the coming TD-LTE As an effective analysis tool of social structural issues, interpretation structure model (ISM) can analyze the factors that act on TD-LTE terminal subsidy, trying to optimize the terminal subsidy strategy, this systematical engineering The results can help guide the operation of corporations and increase the efficiency of resource use
