摘要：

4G牌照发放在即，中国运营商亟待转型。本文在此背景下提出了运用机遇与挑战相结合的PEST分析法（OT-PEST）对成功电信运营商Verizon公司和中国运营商进行外部环境研究，并得到了运营商的OT-PEST外部环境图。根据Verizon公司和中国运营商OT-PEST分析结果的对比，旨在通过借鉴适当的国外成功运营商的经验为中国运营商的发展提出合理性建议。

Abstract:

4G licenses are in sight, and Chinese operators need urgent transformation In this context, Opportunity & Threat-PEST (OT-PEST) analysis is used to study the external environment of Verizon and Chinese telecom operators, and the graph of operators’ external environment based on OT-PEST is obtained Through comparing the results of OT-PEST analysis, the successful experience of Verizon is summarized and suggestions on the development of Chinese operators are put forward
