摘要:

以垃圾短信治理问题为切入点,以供需分析为理论基础,从短信内容与短信发送渠道两个维度分别提出非对称二维评判矩阵和分层分级治理策略。通过分析发现,目前治理重点转向“端口”类垃圾短信,广告类垃圾短信数量占比最大,而诈骗、色情等违法类短信社会危害最大,因而提出垃圾短信分类治理的相关建议。从新的视角研究垃圾短信治理问题,给监管部门及电信运营企业提供理论及方法借鉴,并促进短信业务的健康发展。

Abstract:

Taking spam SMS governance as the entry point and based on the theory of supply and demand analysis, a two-dimensional asymmetric evaluation matrix and hierarchical classification governance strategies are presented from two dimensions of SMS content and its transmission channel Through the analysis, it is found that the current governance emphasis is the spam SMS related with the port, of which the advertising spam message accounts for the largest proportion, while the illegal SMS spam, such as fraud and pornography spam, harms the society most, and relevant recommendations of spam SMS classification governance is put forward Spam SMS governance is researched from a new perspective, and the results will provide references both to the regulatory authorities and to telecom operators, and promote the healthy development of SMS
