Abstract: It is one of the key steps to construct decision matrix when obtaining index weight by hierarchy process. This paper demonstrates that there are some differences between index weight that is obtained through constructing decision matrix by “1 9 scaling method” and the mental judgement of the same decision maker,and moreover,brings forward a practical “proportional scaling method”.
