Abstract: Eliminating monopolization and loosening the control by the government is the dominating trend in the development of telecom industry. By comparing and analyzing the development of telecom control in typical Asian countries, this paper investigates the approaches and strategies for Asian countries to loosen the control and promote competence. With an emphasis on the analysis of telecom industry in China, some constructive suggestions and principles to expedite the reform in control policy and industrial policy in china have been proposed.
