Abstract: The paper analyzes the role of higher colleges in national innovation system through a comparison be- tween research institutions in China and the other countries,then presents a solid model through which the func- tion of universities in national innovation system is discussed.It also suggests an innovation resource and capabil- ity model to analyze the mechanism of innovation in higher education.
