Abstract: The aim of dividing region is to coordinate regional contradiction and problem The paper proposes that HuanBohai regional scope should include Beijing, Tianjing, Hebei, Shandong, Shanxi and the central part of Inner Mongolia considering the main HuanBohai regional contradiction and problems In order to distinguish the concepts between usual HuanBohai and the extended Bohai region, the paper suggests that the region should be named as “PanBohai” Coupled with actual spatial structure and development tendency, the paper puts forward the entire spatial structure of “four zone five belt” Subsequently, the paper addresses the issues of urban system and industry distribution
