Abstract: Policy network in the mechanism of mobilizing political forces in the background of political resources are scattered in various public sector and private sector.The rose of network governance policy provides an opportunity to redefine the role of government.The development of information and communication technology (ICT), as well as the popularity of the Internet, provides a new approach for the formation of policy networks-Electronic Policy Network.Combined with the specific cases in the reality of China to discuss the structure and relationships in three different types of Electronic Policy Network-government control, community domination and network interaction, one can see that government is still in the roll of steering in Electronic Policy Network.
