Abstract: The Disaster Recovery Systems for Critical Information Systems （DRSCIS） is crucial in information assurance system construction in China, and it is also an indispensable system in safeguarding of the national security and keeping our national economy on a sustainable growth By analyzing the current situation, peculiarity and problems of civil and abroad DRSCIS, the strategic consideration is focused on the construction layout, the management of services, and the location of bases and the timing of construction of DRSCIS Some key components of the systems are designed as well, such as the layout of facilities, standards and specifications, management measures and supporting abilities Finally, policy suggestions are proposed
