Abstract:

Nongovernmental organization （NGO） is democracy and social values faithful guardian of a country, its development reveals civic energy and represents the social diversity and openness NGO is involved in the policy process, which is significant in balancing the interests of pluralistic society, promoting government democratic decisionmaking and building a fair and equitable interest of the community structure It can be concluded from the case that Ningbo Haishu Government bought the eldercare service from the nongovernmental organization that policy participation of Chinese NGOs will bring many positive effects, such as covering“government failure”and improving government efficiency services, promoting the expression of benefit demands and safeguarding the public interests, alleviating government pressure and supervising government behavior, and enhancing diversification of the interests and sustainable development of economy and society
