Innovative Research on Government’s Purchase of Public Services#br#  Based on the Perspective of Co-Covernance#br# ——A case study of Changsha government’s purchase of the eldercare services

Abstract:

Government’s purchase of public services is not only an important content of service-oriented government construction, but also a vital approach to build a new relationship between government and society and cultivate social organization. In the process of purchasing eldercare services, Changsha government has formed a system of government paying for the bill and society operating, a system of performance evaluation and fund sponsor, and a system of management regulation and professional services, all of which have achieved some remarkable results. But there are some problems in its operation. In order to promote efficient allocation of social resources, the government should perfect its policies, build a long-term system and institutional incentive system of social organization development and enhance social organizations’ ability to obtain resources. At the same time, government should make the rules and construct a transparent and reasonable supervision system of purchasing public services to realize the equal cooperation between government and social organizations.
