Abstract:

As broadband becomes more and more popular and advanced, universal service once again becomes the focus of academic research However, nowadays universal service of broadband compensation research is still at the preliminary stage, quantity and quality of the related literatures are not far enough for the need Though the existing literatures are mainly about universal service of “narrow band”, there are still many research methods and ways of thinking that can be learned from So at the beginning, this paper makes some review and evaluation to the representative literatures over the past 15 years about compensation mechanism, summarizes their research achievements, expecting to find the key elements and methodology for broadband compensation and cost accounting mechanism Then this paper analyzes the limitations of these studies and gives some suggestions, in order to lay a solid foundation for future compensation mode transformation research of our country
