Abstract:

The characteristics of interactivity, universality, virtuality as well as immediacy of Internet technology and application have left a direct and far-reaching influence on the Internet legislation, and also produce a considerable legislative dilemma in practice Combining the theoretical research and practical experience and considering the characteristics of interactivity, universality, virtuality as well as immediacy, some basic issues related to the legislative practice including the boundaries of Internet legislation, the main contents of the Internet legislation, the goal of Internet legislation, the value orientation of Internet legislation and the timing of Internet legislation are analyzed, and finally conclusions and suggestions are given in order to provide references for clarifying the legislative ideas and the legislative guidelines as well as establishing the legislative system
