Abstract: The network is a communication platform between the government and citizen, the development of the network is actively discourse politics practice based on Habermas’ theory of communicative action In case as empirical analysis tool, qualitative analysis and practical investigation are carried out on the network political development in our country Discovered through analysis: the role of government and citizen is positively changing by network, government is changing from inaction to positive administration, service administration has become the target of the government, Individual political role is undergoing the changes of modernity from subject to citizen; the positive interactive relations are gradually formed between the citizen and government The path of optimizing the network political development is to promote the administrative reform, to expand the effective way of administrative participation, to promote the ability of citizen network participation, to play the role of network as important platform for the public domain, to construct a friendly harmonious network consultation and participation politics system between citizen and government based on the theory of communicative action
