A+B auction has become a common way of government procurement auction in the United States and other countries In order to improve the quality of project construction and reduce the construction period, the mechanism of the traditional A+B auction is improved, and a bid evaluation function based on the comprehensive evaluation of the enterprise’s reputation and ability, price and non-linear time cost is made, and then a frame to implement the online intelligent auction system is designed The improved A+B auction mechanism on the one hand highlights the importance of enterprise competence, price and time, and on the other hand expands the application scope of the traditional A+B auction, and especially it provides more auction mechanism choices close to the actual need for the Chinese government’s or enterprises’ procurement Through empirical comparison with the traditional A+B auction mechanism, the effectiveness and operability of the mechanism is proved, and the theoretical and practical guidance for the widespread adaption and implementation of the A+B auction mechanism is provided
