Abstract: Digital technology plays an important supporting role in the legislative stages such as legal opinion collection, regulatory document filing and review, and post-legislative evaluation. However, empowering local legislation by digital technology also faces potential social risks that cannot be ignored, such as the lack of effective legal regulations and the lack of legal basis for the development and application of artificial intelligence technology in legislation; easy to cause new social injustice in legislation, widening the digital divide; causing technological alienation and subjecting people to machines. Therefore, it is necessary to clarify the supporting status of digital technology, promote the transparency of legislative algorithms, strengthen ethical regulations of digital technology, eliminate the use of digital technology that goes against ethics, so that digital technology can better serve local legislation, improve the quality of local legislation, and promote the healthy development of local social economy.
