Abstract: There have been a lot of researches on the regulation of telecommunication tariff at home & abroad, and a lot of support in correlative theory abroad. Through analyses of problems existing in telecommunication tariff in our country, this articles points out the telecommunication tariff regulation in our country is short of certain targets and validity, based on which the article puts forward a social welfare model that telecommunication industry should establish, the tactics and methods for tariff regulation in the stages of monopoly and free competition, and also discusses the following problems: information rent, tariff structure and the implementation of universal service tactics.
